Opinion buying a used 20# CO2 tank?

I'm thinking of getting this 20# steel CO2 tank but I wanted to get a better opinion on the condition of it. What do you think?

It should have an inspection date on it, as long as it has been tested recently, and its good buy it, you will most likely be doing a cylinder exchange rather than refilling the same tank anyway.

The seller says it has a date of April 2008. I think that tank inspections are good for 5 years correct?
 
I would say so, If you exchange it, a refilled tank is about $30. (at a welding supply store). You could call around and see what they cost, but I think $50ish is a good deal for a 20#.
