34 watts of 7800k and 17 watts of unknown k in a 29 gallon? does that even qualify as low light or does it just mean that my algae will grow a tad faster?

There are plants that will live with that. Anubias, Elodea Java fern come to mind.

Agreed, I've grown those same plants in lower light than that.

what about rotala or hygro, moss, wysteria, crypts, sag sub, vals, stuff like that? I know swords are high light but would it live under that light and just grow slowly or would it die?
Those plants you listed should do reasonably well with that light, unless the mystery bult is actinic. The Amazon Sword would probably just hold its own. Root tabs may help it some.

right now i have the amazon sword growing under 20 watts of lighting in one of my ten gallons, it is planted in top soil with a layer of fine gravel to prevent the soil from getting everywhere in the water, it really seems to love the soil. If i were to plant it in the sand and use root tabs, would the root tabs encourage more growth than keeping it in the ceramic pot?
Normally I would replant the sword but if the pot is big enough to allow some root expansion it may work OK. I don't see the sword growing fast at any rate.
