floating bubble wand

I put in an air stone yesterday and it keeps floating up to the top of the tank. I can't get the suction cups to hold it down. It is about 8 inches long with a cup on both ends. Is there some kind of fancy trick to this? I don't have much experience using these.
 
Make sure the suction cups are cleaned off and that there's no algae or anything on the glass. Don't just look at the glass, use your thumb or something to rub on it, as if you're cleaning something off no matter how clean it feels. Then push the suction cups on.

Is it a stone or a wand? I had a wand( I guess it was sold as a bubble wall) that was a hollow foam tube. I put plant spikes inside the hollow opening and it worked like a charm.
If it's one of those puck like airstones, the base should be heavy enough to hold it down after soaking for a few hours to fill the air cavity underneath the stone part.
