soooooo, after months of thinking I'd stick to no-co2 setups for a while, I ended up scoring a hydor NRG advanced co2 set up for xmas. I just set it up, substituting a glass diffuser for the powerhead style one that came with the system.

I dont have current water readings... in a rush and don't even trust my KH kit anyway...

I'm currently pushing about 2.5 bubbles per minute into my 15 gallon tank.

is this a good starting point? it's ok if I'm under dosing, but in a 15 gallon, will this be safe? I don't want to kill any fish with over gassing the water, and won't be able to monitor anything carefully during the day.

2.5 bubbles per minute? That's not much but I guess that's a start. I think most are in the 1-2 bubble per second range, increasing as we add more plants or increase lighting.

but if you're at 2.5 bubbles per minute, your fish are safe. What's the pH of the water in your tank?

^ I think you meant drop checker. But yes, definitely pick up a drop checker. It'll help you determine the amount of CO2 in your water.
