I'm trying to get these dry water streaks off my tank. I scrubbed it with a wet rag, then dry rag. I've also used some all surface cleaner ("Method" non-toxic) and it looks extremely clean to the naked eye. yet when I take pictures, I can still see the streaks.
Here you can see the streaks at the bottom left.

What do you guys do to keep your aquarium glass looking spotless?

I use a generic liquid cleaner called Windowlene. Spray it on the cloth, not the tank. You need the cloth just damp and rub until the glass is dry.

distilled white vinegar
I've heard that using newspaper to wipe glass will eliminate streaking, but I haven't tried it myself

Can you use vinegar on the inside above the waterline without hurting the inhabitants?

Vinegar is safe (and cheap) for the outside or cleaning empty tanks. But you need to rinse it all off thoroughly before adding water or fish. If you try doing it above a waterline, it'll all drip into the tank water when you rinse it off. If you try just wiping it off.. you'll still leave a residue that's harmful for fish.
Aquarium Pharmaceuticals makes a non-toxic aquarium glass cleaner called "Safe&Easy." Petsmart carries it and I believe Petco does too. I've used this before around the top and under the lights.. in corners. It dissolved the buildup just like vinegar does and didn't hurt the fish. Still avoid getting it into the water as much as possible.. hate having chemicals in there for any reason. Don't spray it around a lot... use it sparingly just for spot cleaning if you have to.
This is what it looks like.
