would a 48 watt t5 work over a 10 gallon for a frag tank or will this not be enough light? i will have zoa's and shrooms in the frag tank for the most part maybe a couple lps that i could sit high

you'll have plenty of light. You might actually have to shade some of the mushrooms. You'll have 4.8 W/gal, which is pretty bright for some soft corals.
Are you looking at 2x24w T5HO? With individual reflectors that should be enough for softies and LPS.
