It's just the plants natural coloring, worse conditions make for a worse plant, better conditions make for a better, more colorful plant.

Most Ludwigia and Rotala species are red if the conditions are right, and IME, they get redder the closer they grow up to the light.

This is simplified but the conditions (micros & macros aka ferts) and equipment (lighting, Co2, temp.) of the tank will in most cases determine the appearance of most plants.

For example having a plant in a low tech tank and moving the plant to a high tech can in some case make the plant almost unrecognizable. I recently changed form 2 80w T5 and 2 55w PC's to 6 80w T5's I can swear not having the GE9325K PCs isn't giving me the same red color in the plant I was getting before. (granted the bulbs are on the pinkish side but there is definitely a difference.)

There are many combination of possibility that can change a plants appearance.

The pigment is actually meant to protect the plant from high light exposure. Its not a bad thing, just means you have good light or penetration.

I find Iron especially helps bring out the coloring. Many 'green' plants you see actually will produce some sort of color under perfect conditions.
