You could get quite a lot in a tank that size. Get as many as you can.

You should be fine with 5 or 6 kuhlis in that tank.

i would get more tetras before anything else. if you get 6 of each species of tetras, you will probably still have room for some kuhlis.

I just bought five on Wednesday and they don't hide very much. I just posted video of them in the loach forum. Go take a look.

I think 6 of each sounds fine.

6-8 kuhlis, then add the tetras over a couple weeks to let the nitrifying bacteria catch up. If possible buy loaches that have been in the store a week or 2, they often don't ship well.

It's pretty hard to give a categorical answer - I have found them not as shy as they are often described, and have kept 3 for a long time quite happily. This was in a tank with a lot of cover, though. I think 4 would probably be fine, but I would also say you kind of might as well get more straight away if you can, as a larger group might settle in more easily, with less stress and less likelihood of losses in the early days.

There may never be such a thing as enough kuhlis.

We once had a pair who played together all the time.
