question about craigslist

I am VERY new to using craigslist and am wondering something. I have noticed that in my city someone keeps posting an ad for their forum. The only thing the ad consists of is a link to the site and a pic that changes. They are posting in the pet section. I have been flagging them and they have been removed. Is this type of posting considered spam or should I even be flagging it? Does someone on the CL staff review all the flags and decide if it should be removed or does it just get removed when flagged?

The CL staff doesn't bother.. they leave policing the ads posted up to the viewers. It takes 10 flags on a post for it to be removed.

In my area, CL-ers go ballistic at sales ads and promotion stuff in the pet section. Any ads should go in the sales areas. That's supposed to be for finding homes for unwanted animals only for a nominal fee (intended to discourage people from feeding kittens and bunnies to their pet snakes - and larger animals from being used as bait for fighters). Breeders are scorned there, as well.
 
Nope. That's what the staff wants us to do.. keeps the listing less cluttered.
 
I've been been getting bombarded with an Aquarium forum post as well on my RSS feeds from craigslist. Quite annoying. Last time they actually posted how to feed your SW fish at least, and not a "I just found this amazing website and the members there are so amazing and helped me with my "...x..." problem."
