My diffuser is looking a little green on the ceramic disc so I need to clean it.
What's the best safest way to clean it without a chance of breaking it?

I read to soak it in bleach, then rinse REAL good.

I soak mine in bleach and water, then rinse and re-soak in water and Amquel to remove all remnants of bleach. There are even some non-chlorine bleaches out there, if you like.

Pour Excel into the diffuser cup and let it soak for a few minutes, I do it during a water change so I don't have to remove it from the tank.

I used bleach since I can't find my Excel bottle to try that method..
I used 1 part bleach 4 parts water.
Not sure if the bleach should be full strength or not?
How long should I leave it soak in the bleach?

I soaked it in the bleach for about 30 Min's or so, soaked it in Prime for 20 Min's, then soaked it with a cap full of a Aqua+ Plus water chlorine remover, then I soaked it again with Prime. All this was done in about 1 cup of water with new water each soak. Still smells like bleach...
The only way I could remove the bleach smell was to flush the diffuser with this syringe 2 times and now it smell clean..
I would not feel safe doing this method if I did not have this syringe thing to flush it out like I did.
