I'm setting up a 5 gallon planted

I'm planning on easy plants- anubias nana, java moss, and needle java fern, crypt wendii

I found this fixture for consideration: coralife

I think a perch light might be good but i've only found $200 versions

I'm hoping to spend no mre than $40

thanks for any suggestions

check out my profile if you want to see what i've done with this tank so far

Either of those would work well, and another option is Walmart. They sell a desk lamp that uses a fluorescent bulb, looks like 4 mini bulbs, but it's actually a 4 pin 27W single bulb if I recall correctly, and I think it runs just a hair over 40 bucks. I tried some clip on lamps once, intending to use a 26W CFL but discovered after getting it home that the shade/reflector is too short and about an inch and a half of the bulb stuck outside the dome, which was just ugly and made it hard to look at the tank. Super cheap way to go ($7), but if you try it just make sure get one with a deep dome.
