This has been growing in my tank for some time, but I can't seem to get rid of it. I tried scrubbing the it off, but still comes back. Any ideas on how to get rid of it?

It is a calcareous macroalga known as Neomeris. In general, higher than average levels of nutrients, along with stable calcium and alkalinity levels, will promote its growth. You may want to look into adding a refugium and/or some phosphate remover. You can also try to harvest some of it to help speed things along.
