What to do? Back and forth Back and forth

I have been going crazy for the last few days (to a week probably) with my Betta-boy Rudy. Just when I think he's on his last fin and I'm going to find him no longer with me he seems to be "okay" Then just as I think he's okay (and god forbid I actually open my mouth and say he's okay) He goes back to being unable to swim properly and hides and can't stay upright.

Observations: He is usually "okay" first thing in the morning.
I feed him his two tiny betta bites (cause he wants food)
He goes "sideways" so I give him part of a pealed pea
He hides the rest of the day but comes to the front of the
tank when he sees me (heartbreaking) and shoots like a
bullet instead of swimming casually.

Yesterday I did not give him an evening meal and I turned his filter off and once again I thought I would find him gone....Nope a brief period of okayness so I gave him his 2 bits. Seems to be back to being "sideways"

I did see him go over to the divider and flare at his tankmate Spike who has absolutely nothing wrong going on (now) Rudy is mostly docile and it was a surprise to see him flare. Some of my fellow AC-ers

I am going to get a separate 2 gallon tank (used) so I need some advice on making it "safe" for new use. It was used for bettas as well. I want to put Rudy there for two reasons : 1. to see if he goes back to okay for a longer period of time because he doesn't have the stress of a tankmate. 2. to possibly medicate him with a broad spectrum antibiotic like Maracyn.

He does not appear to have any abnormalities on his little body. I will probably also fast him for a day or two.

Because Spike seems to be just fine I don't know if the fact that I can't get the pH level to rise higher than 6.4/6.6.

Any ideas?
