What is a bulkhead/overflow?

A bulkhead is a fitting that allows you to pass a plumbing line through a watertight junction in a wall (such as the side of a fishtank).

An overflow is a method of getting water out of the tank to flow down to a sump of some sort. There are HOB overflow boxes:

and there are internal overflow boxes, which you need a drilled tank to use:
