Not sure about an 'up' or 'down' side of rock. There are sides that have better access to light, and this will sometimes affect the growth of some things and the color of algae. Coralline, however, is gorwing and doing well even when white--the color is the result on being in the light, rather than a sign of life.
As for the 'stuff'--this can indicate inadequate flow, and means that waste is gathering in spots. Not good--you want this stuff moving around. Do you have powerheads to help provide current?

You dont want to put the powerhead on sand or pointed directly at the sand. If I recall you have a 10 gallon? I put a Rio 90 in mine and have a HOB filter without any filter media in it for circulation. Just put the powerhead a few inches down in the tank and point it in a direction that allows a good fairly chaotic circualtion. Its working great for me!

I really like Aquaclear powerheads. They are reliable, and very easy to clean, which is really important in SW. I would add at least 3, probably 4, to a 75. Lots of current is very important in SW, and won't disturb your fish. In fact, many fish do better with current, as do many corals.
