it can be used for SW but u'll need a protein skimmer and filter for it as well as power heads and live rock. you could try keeping a neon blue goby or a fire fish in it

Your first question is very board. You should read around the saltwater section first and do a lot of research

yes, do alot of research both here (limited I find) and Nanoreef.com (lots more info pertaining to nano and pico sized reefs).

Also a skimmer isn't an absolute must, but would be a nice thing to have.
