I read that once a banana plant sends a leaf all the way to the surface, that you can cut the stem on that leaf a few inches below the surface and the leaf and stem that is left will turn into a new plant....

This doesn't seem to work for me. Any tricks I need to know about?

My little banana plant shoots up leaves to the surface all the time. It has four leaves at the surface right now and another one on the way....

I leave the floating leaf in place and attached until the baby adventitious plantlet is fairly well developed. Only fully developed leaves will sprout plantlets. Then I pin the leaf to a pot at the water surface to secure it while rooting and while the mother leaf fades away. Lower the rooted plantlet slowly to adapt it to submerse living.
