Did Ebay loosen it's shipping rules with live fish/inverts?

I'm just wondering, as I've been seeing a lot of fish/invert auctions that are using Priority Mail to ship lately. It used to be that Next Day Shipping was required, and Ebay would simply cancel any auction that didn't ship that way.

I believe that they have just laxed on the enforcement. The rule reads the same.
