Don't know much about Lemons, but Angels would make a lovely snack of his fins. No.

The lemons would be fine with the betta I wouldn't chance the angel though. I keep black neons...which are similar size and demeanor to lemons with my betta.

I put my betta in with my angels for about 2 minutes.

The angels made a bee-line for him and he had to run for his life.

So, I guess what I'm saying is: "No."

When it comes to Betta tankmates, you basically don't want anything with long fins, or anything that can be aggressive. If the fish has long fins, the betta will nip them. If the fish is even a little aggressive (anything more aggressive than a neon tetra), the betta's fins will be torn to shreds. Angels tend to be bad for both reasons. If they are large, they will beat up the betta, and if they are small, their longer fins make them perfect targets. Sorry.

I've heard this before. That's why I'm asking. Just in case, I have a 38 gallon tank.

Well, if your 'king' betta is the short finned variety, that's why... Angels generally leave short finned fish alone. My females got on fine with angels.

I keep mine with otos and they do fine together. He was staring one down earlier though. It was kinda funny.
