New Member with Porcupine Puffer Issue

I have a Porcupine Puffer (8mo old) who appears to be healthy. He is very active, great color, with no ick on the fins or eyes. However, he is not able digest the pieces of shrimp that I feed him. He chews and chews but can not seem to get anything down. There is nothing wrong with the food because his tank mates are not experiencing any symptoms.

Is this because his teeth need to be filed down thereby obstructing his ability to swallow food? Or is there another cause of this?
