ive noticed somthing, my Betta seems 2 be rubbing on the glass. could that be a parasite? Her body is growing a white substance that i could barely see.

it sounds like you might be dealing with a fungus. could you post a close up photo of the fish?
do more water changes than you usually do, perhaps a 50% change per day, depending on the size of the tank or bowl she's in. you don't want to start medicating until you know what you are dealing with. what size tank is she in? filtration? water parameters (ammonia/nitrite/nitrate)? any tankmates? any new fish added recently?
Yes, it could be a disease. Please describe the "white substance" or better yet, post a picture of it.

30 gallon, i do 1/6 of a water change every week, just added 6 neons an hour ago

Describe the "white substance". Is it all over its body? Is it spots? Does it look cottony or slimy, etc.?

i can't see any white on her, but the photo is not clear enough to tell. what i can see however, is the horizontal stress stripe going down the length of her body. that stripe denotes her stress levels are elevated. this could be due to the new additions and she's just figuring out the new situation. did you quarantine the new fish in a separate tank for at least a month or did they go straight into your tank from the store? was the white stuff present on your betta before you added these new fish?
your current water change schedule is quite a bit on the small side, IMO, since less than 20% change weekly isn't enough. i'd bump it up to twice a week, 25% each time, for regular maintanence. but for now, increase your water changes to daily if you can. clean water is the best thing if you have a sick fish but not sure what is going on with it. you don't want to dump medications into the tank if you don't know what is wrong.
there is a chance that this could be columnaris (spelling?).

k im gonna up the water changes to a half this week and next week and so on. should i add salt? thx 4 the help everybody.

i wouldn't add salt, that is usually effective for ich treatment, which this is not. just continue with the larger, more frequent water changes for now and monitor the betta, as well as the new fish, for any additional 'white stuff' or any other symptoms.
still would like to know how long this tank has been set up, and the water parameters (ammonia, nitrite, nitrate).
