i have a 12v dc fan from a computer
what if i cut it up and connected it to a phone charger which outputs 5vdc?
what would happen
how important is it to get the voltage exatly right

Most likely it wont work. Besides the voltage being way too low to spin the fan motror fast enough to move any air, that little charger probably doesnt have enough current to turn the fan for very long.

You could get a battery eliminator from radioshack and set it to 12 volts...
