I want to breed my pair of german blue rams but I have a few questions.
What size of tank is appropiate for breeding these fish?
Is a second tank nessecary for using as a grow out tank for the fry?
At what age/size should the rams be when they are ready for spawning?
How should I have the spawning tank set up? With live plants? Does pH need to be around 7.0?
I just need some advice to get me started on how to set up the breeding tank and what needs to be done to start off.

Is a second tank nessecary for using as a grow out tank for the fry? Multiple tanks are required. You should look into a 10g for the pair, a 10g for the fry and a 29g for the fry when they get older as the minimum number of tanks to have.
At what age/size should the rams be when they are ready for spawning? 5-7 months they should have spawned.
How should I have the spawning tank set up? With live plants? Does pH need to be around 7.0? Barebottom tank, sponge filter, heater set at 82-84 degrees, GH can be anywhere from 20ppm-300+ppm, pH can be anywhere from 5.5-8.4+. If your water is in that range leave it alone. Plants aren't necessary, but if you do want some I'd use stem plants anchored with a lead weight. Basically keep the tank bare except for some small flat stones. Make the stones small enough so that you can fit them into a 1/2-1g jar (pickle jar for example). You'll be glad you did this later when the parents eat the eggs and you want to remove the eggs the next time. When artificially raising them the first tank should be 1/2-1g in my experience.

These are the basic requirements for them, at least what has proven to work for me.

or you can use the same basics and let the rams hatch out the fry. often rams will make good parents but may need time to hone their skills.
the easiest way is to set yup a 10 minimum and let the parent attempt their spawns.
I do this with Bolivian rams and Angels.
IF I want to keep/raise the fry I remove the free swimmers to a grow out tank.

Thanks for the help guys! I will purchase a 29 gallon tank within the next week or two and then move on from there. I already have 2x 10 gallon tanks that are not in use and a 1 1/2 gallon tank that can be used as well.

You have the tanks ready to breed than. I think you'll do good with only the parents in the 29 with the frys or in the 10g and later add the frys to a seprate tank.
