I don't understand why it says 20 watts when my light bulb is only 8 watts. It is a flourescent light fixture.

Is it 20 watt equivalent - i.e. the same light output as a 20watt incandescent? For aquarium purposes, it's the actual wattage, 8W.
Edit - forget it. That wattage will be the maximum it's physically (i.e. heat dispersion, wiring cross-section) designed to cope with.
