Confused again

Ok...well, the violet goby that was given to me isn't going up to the surface anymore like it was in a post from yesterday, and seems to be doing fine except for one thing: one of it's eyes is swelling a little bit it looks like. It's white and swollen all around the actual eyeball. Is that normal?

Usually a sign of poor water quality. Is he in an established, or newly set-up tank? What are the water parameters (ammonia, nitrites, etc)? Is it BW? Add some Melafix for it's eye & please answer all my questions.
