Took me a few minutes to figure out what we were supposed to answer. Your title should read "tank with sump" or something along those lines.
Sump is the bottom tank used as a filter and water reservoir. An additional canister filter is seldom needed. Looks like it has a UGF as well. Over-kill in my opinion.
I don't know about Canadian prices but here I would consider it over-priced.

It looks to me like it was a reef tank.
egg-crate, to hold stuff up off the bottom for water circulation.
probably just sitting their, and removable.
The Sump, looks like its just a 20g aquarium/DIY sump. IE glass/plexi-glass dividers siliconed in, etc.
Probably not all that big/great of a deal, unless thats the exact tank your looking for. And want it now.
