Ich or Velvet?

I noticed it first on my L-144 pleco's. They are the yellow type but still juvinile so they were the same exact color as the spots. So it took a while to notice them. Finally when I noticed the spots all over the long fins it was all over like a infestation of them. The smaller of the two has been hiding I see him every once in a while. I think the culprit was a pet store dwarf powder blue gourami. He has been acting really slow and swimming sideways like he was dying. I took him out and put him in a goldfish bowl as a Hospital tank. Since gourami are labrynth fish he has been fine and is actually getting better no more sidways swimming and floating. But he has them all over him too now that I can get a close look. I put salt in his tank and some coppersafe which is supposed to kill both velvet and ich. In the main tank with the pleco's I had some ich clear for 2 days (gouarmi was also in this tank for that treatment) that hasn't really seemed to do anything. The temp I turned up it's at 83 right now and still rising I set it to 86 so far they are handling it fine. I didn't salt the main talk at all since pleco's don't like salt. After no sign of clearing up I added the coppersafe in that tank. The one pleco has it all over him but acts like nothing is wrong swims around acts healthy the other one hides a little more but isn't swimming funny or anything. So is it velvet or from what I read the more lethal ich? How can I tell since they seem identicle?
