I'd venture a "Yes, if it were an established tank with a fair amount of live or plaxtic plants" but then there's the Angel - I forsee problems there...
But what do I know, I've had miserable luck with Rams...

the issue you may see won't be from the Angel. but if your new rams pair up.
typically the mix of angels with Rams is fine.the equation changes when multiple rams are added.
make sure you have plenty of cover with driftwood and plants.. the driftwood helps create line of sight barriers and will allow places for 'picked' on individuals a place to seek refuge.

You will be perfectly fine with 2 pairs in that tank provided that you have two sexed pairs. If you have males outnumber females, vice versa, or all of one sex you are asking for trouble and the weakest and smallest will be stressed to the point of their death. I've seen this happen many times so do yourself a big favor and get 2 males and 2 females. Most likely you will end up with 2 pairs if they haven't already formed pairs. Buy them young and you have a better chance of them both pairing up.
