I'm planning on pulling my shop lights out of my DIY hood and placing the ballasts either on the backside of the hood or under the cabinet and doing away with the metal frame altogether. Looking at the ballast, it says to make sure ballast and lights are not more than 1/2" from metal shield or something like that. Also, the ground wire from the plug is attached to the metal frame, as is the ballast, and the lights sockets have a metal clip attached to the shield.
It is o.k. to run the ground wire from the plug to a bolt securing the ballast and then "jumper" wires to the sockets right? Is there a better way?

the ground wire from the ballast should also be run to the reflector.

I'm doing away with the reflector, securing the sockets to the hood, and using an alternate reflector above the lights that they will not be secured to. So the ballast and sockets will be bolted to the wooden hood. All peices are seperate.
