We will need some specifics on the tanks such as the water parameters, how established the tank is (How long has it been set-up), My educated guess would be that it is an algae bloom, but please provide us with the requested information so we can better assist you.
 
fill up a white styrofoam cup. if the water has a green tinge its algae, just cloudy is usually bacteria.
 
is it just me? i don't see a filter or a heater. is that tank new? looks like a bacterial bloom to me. not sure though. tank specs and what kind of filter you are using would help. if you did the cup analysis trick posted by timwag you could tell us what you got from that too.

EDIT: also, is the sand new... was it rinsed... sorry if the question sounds stupid... it could be the sand too though.
