Need some help with tank

I need some help with my tank! and am not sure exactly what the problem is. But am guessing it is to do with the equipment. The main problems are that I keep getting brown algae/green spot algae, plants are not growing, and the tank just looks miserable because of it.

Its an Eclipse 29G, lights are 2 x 18W bulbs (one is a Zoo Med Tropic Sun 5500K and the other is a Zoo Med Flora Sun). The lights come on at around 11am, and go off again at 7pm. Tank has the built in HOB type filter that comes with an Eclipse hood. No ferts, no Co2, plants are Hygro, Java Fern, Crypts and Watersprite. Water is fairly hard (well water) high pH, parameters are 0, 0, 5-10, phosphates are about 2.0ppm, water change schedule is 40-50% weekly.

Ultimately I want to move the filter off my 55G, and onto the 29G, and eventually replace the hood/filter/lights on the Eclipse. But for now I am not sure what to do. The tank just looks a mess, and is somewhat depressing.

2 angels, a BN pleco and 7 otos live in there. Looking at it the tank looks kind of dark, I have no idea how old the bulbs are that are on the tank, I bought it used and the bulbs came with it. Tank has been set up for just over a year.

Any tips on what to do? Preferably ones that will not break the bank! Thanks.
 
i would suggest replacing the light bulbs they sound pretty old and using some excel for your plants.
