Ich, Fungus or something else?

I was looking at one of the angelfish in my tank, and I noticed some small fluffy white patches on his tail fin. His behavior is normal.
This is a well established tank, around 78F, with good water parameters, All the other fish (angels, blackskirts,...) do not show any symptoms.

I included a picture to hopefully get someone else's opinion.

Ach, occlusions like this occur all the time. They'll go away in a few days,.

Well dear, don't you worry regarding these problem. All is right, From picture of fish ,it doesn't seem to be some different.Consult a good doctor which can give you the correct idea regarding the symptoms. I know it is neither Ich nor any fungus but checkup is necessary concept in these matter.
