Try some antibiotics. Maybe that will atleast spare his life.

Clean water. pristine clean water. IMO, I havent used medications on fish since I got my bettas. Pristine water will help with the healing, and until an angle expert comes along and helps you, clean water is my only advice

Lots of water changes. Clean water helps the most.

:iagree:

clean water.
fin loss is often attributed to ammonia (burns the fins)

Ok, assuming ammonia burn, given pristine water conditions, How long should it take to regrow the tail fin? He has a ravenous appetite, should I be feeding more than flakes, like maybe frosen brine shrimp and frozen veggies?

Probably a fattier diet, so brine shrimp wouldnt be a bad shoice. My angels go ape s**t for shrimp. Blood worms and some veggies to pick on help as well. Just clean up all excess food and keep up water changes every day or 2.

Also try live bloodworms, mine lived for them. Could you add Melafix to help speed up fin regeneration? Does he have any plants in his quarantine tank? Perhaps adding plants, from a healthy tank, would help him feel more at ease.

Lots of plants. I got the spirlina with brine shrimp and brine shimp I wasn't sure his mouth was big enough for the bloodworms.
