I am thinking of getting some java moss for my 2.5 gallon Betta tank. Would the java moss starve my biological filter?

Well yes and no. Slow growing plants like java moss will "compete" with the bacteria but they don't do much in terms of ammonia uptake. Your bacteria colony as a whole should be fine.
Think about it as one complimenting the other.

Thanks for the help I will probably get some java moss soon :).
I agree it will be fine.
If you somehow could cram in enough moss to absorb all the ammonia, then you wouldn't need the cycle bacteria any more anyway.
But in reality the plants will only absorb part of the ammonia and nitrate and work along with your cycle bacteria as part of the overall cycle in the tank.
