What's enough WPG to keep Glossostigmas down? Also, do I need a more specialty gravel or substrate rather than just using plain black gravel?

You should be able to keep it low with 2wpg,and making sure you are dosing enough ferts and CO2. I like to use Eco Complete for substrate in planted tanks.Should work well for Glosso.
It depends on how tall you tank is though.The lower the tank,the less WPG you will need to keep it low.

i couldnt keep it low in a 55g with 2.5wpg, ei dosing and pressurized co2. i grew straight up and some was dying. just upped it to 4wpg and it's starting to lean to the side and growing much better

I guess I can't purchase those without a lighting upgrade. I have less than 1 WPG, any carpet plant suggestions?

Some kind of moss would work.Java or Christmas would be fine.Follow these instructions for a Moss wall,but instead of putting it on the side of your tank,suction cup it to the bottom.You could just do this in the first couple inches of your tank,and then have regular substrate and other plants towards the back.
