not 100% sure, but the ph should be fine. I had two (when i was a newb and didnt know much) in a 20 gal, and changed the water COMPLETELY and cleaned the gravel monthly. Angels are pretty hardy fish. I now have two in my 46 community, and they have spawned. So i'd say a 29 would be ok for a pair, as long as there is something to divide up the tank (plants, driftwood, etc). This allows them to have their own separate places in the tank.

nono, if you want a pair, or a single angel, a 29 would be fine.

pH will be fine, just acclimate the fish slowly to the water, and in a 29G you should either have just 1 angel, or a known pair (and if you do put a proven pair in there, then you won't be able to put much else in as well).

Where are you getting the angels from?
If they are coming from the same environment as you have, should not be a problem.
Just keep your water clean.
Is this a new set up, are you testing the PH out of the tap, or waiting 24hrs, there might be a difference.
Also get your KH and GH readings.
Make sure your PH is stable!
1 or a pair should be ok, the rest should be bottom fish.
Keep in mind angels get aggressive when they pair up.
Easier to start with a quarter body size or larger.
Don't get the vail angels they need more room.
As stated you will need to acclimate them slowly.

The recommendation is 10 gallons of water per angel - so in a 29 you could technically put 3 - but as an earlier post said - 2 is the better number and that would be for a pair. 2 males or 2 females would probably fight a lot in such a small space. Many breeders use 29's for their breeding pairs. I have mine in 20 h's and they do fine - but I also do regular water changes. Also, if you put angels in the 29 - that is probably all that you will have in there. Even if you put just 1 it might become territorial and kill the other fish in the tank. 55's on up are really best for angels. Gives them a lot of room and good height.
