do you have a water test kit(master test kit)
you need to check the ammonia, nitrite and nitrate levels,
what size is the tank?
how long has it been running?
how many angels?
your maintenance schedule?

you need to get a test kit and test.
but FYI, angels can be very territorial.
have all these angels been in the tank the whole time? did you add new angels? any other fish?

WC's every three weeks in not enough IMO, they should be performed weekly. Do you know what your levels are?

WC's every three weeks in not enough IMO, they should be performed weekly.
Especially with 6 angels and other fish in the tank!
You should try and do a large (75%) water change now, a lot of the time clean water will help with many issues. Especially if it is something like high ammonia or nitrites.
