Neon tetra disease?

Hey guys, I'm afraid one of my neon tetras have contracted NTD. H'es lost some of his coloration along his spine, and is not really staying with the school that much. What action shiould be taken? I don't want it to affect my other neons, rasboras, and angel fish. Is it definitely NTD?

I do not have a quarantine tank.
