What is this plant doing? New roots, or new shoots?

Here's a picture of a plant in my tank. It's got those shoots coming out of the stem and I can't tell if they're roots, or if they're new shoots. Am I going to have more of these plants in my tank soon?

darnit. I was hoping I was going to get some free plants out of it. lol oh well

new roots....really the only way to get new/more plants out of that one is split the rhizome which i dont really recommend as i feel that it has a good chance of simply killing your plant.

yeah, I'll leave the plant as is. Don't want to kill it.
