Yes. That gives plenty of space and growth for a blackmoor!

It'll work temporarily but goldfish like their company so if you hope to add another, I'd upgrade to at least 40g. Are you getting a larger tank anytime soon?

No I'm not going to be able to get a bigger tank. I already have a 75 community and a 29 FOWLR. My wife had a fit when I told herI I was getting this 25g. That's why I wanted to know if it would be ok for one. I remember reading that they would only need about 15g per fish. I don't want the fish to be harmed in anyway so if it won't work for a permanent home then I'll go a different rout with the tank. Thanks for any and all advice given.
