Im imagining that becasue it is so long and has more surface area then a conventional heater that it can put out enough heat without actually getting hot at any one point otherwise wouldn't plant roots be damaged if contacted? I suppose you could also place it inside an ornament or behind an internal scenery. Considering its special application its not expensive. Only thing is too bad they diden't make it in black for use around the perimeter of the back wall or tan for under sand.

i'd use a lamp dimmer and a temp controller on one of the heat cables if i were to use one. they do produce uneven temps and how they're wrapped affects temp output.
 
I know they are usually used to heat the substrate, so I don't know how efficient they would be when used to heat the whole tank... If I was using a canister filter I would just use an in-line heater
