Are they designed to stay on for long periods or all the time??

Most are, yes. What brand are you using? Some brands are not 100% reliable, under high use.
I am using a Tota 108 300W. Good, Bad or what?

never heard of it too, they stay on longer because they are underpowered, yours is a 300W yours is either not working right. what temp is the tank at and what is your heater set at? other options is your house is really cold- but isnt it summer there or your tank is like 300 gallons+. i only have 1 ebo jager 250 watt on my 180 and it does fine.
oh lol....at the moment i don't need it on...we are currently in a hot summer and i am just checking for when winter comes around. My tank is about 125G.
