Is that fish in a salt or fresh water tank cause it looks like a saltwater fish that resembles a fish that I have seen a million times in my LFS' and I can not figure the name out.

It's an acanthurid, but I can't tell from that pic. My suggestion is to get a better pic for us. In the meantime, look here: http://filaman.ifm-geomar.de/identification/specieslist.cfm?famcode=412&areacode=&spines=&fins=&CFID=30245299&CFTOKEN=25291760
Keep in mind that these pics show the adults, not necessarily juveniles. You'll need to sort through them to see if you find the "culprit." I don't recognize that species from the top of my head, though I'd say looking in the genus Acanthurus would be your best bet.

Thru over two decades of handling s/w fish commercially, dont recall this colorations/patterns.
As mentioned above, it may be juvie/sub adult colors.
Goole for A. dussumieri, A. maculiceps, A. xanthopterus, etc.
Whatever it maybe I think it is gorgeous! I guess more varieties are avail nowdays than when I was in hobby.
Good Luck!
