How much water is full?

I am setting up a 55 gal aquarium with 2 HOB filters (one on each end) and I notice that when the water level is below the spout that the water comes out I get a lot more bubbles (I assume more bubbles equals more oxygenation). My question is what is the proper level to fill the aquarium to? Also will my idea of using 2 HOB filters give enough water movement and oxygenation or do I need something else?
 
The two filters should be fine. As far as the water level its usually about an inch to a half an inch under the spout. Also depends on what brand filters you are using.
 
I use 2x Penguin 200 on my 60 gal and they both work great! I like having the two so water is more evenly filtered. Also, in the event that one should malfunction, I still have at least one going to buy me time to get a replacement. Water circulation is awesome! I watch my fish ride the current near the gravel, 2 ft. below the water return.
 
The two HOB's should be fine for oxygenation purposes, if this tank is not planted you can fill the water so that it is even with the output of the fiter which will create much more surface movement which in turn will better oxygenate the water.
 
Thank you, I really appreciate the responses. I'm attempting to start a fishless cycle (my first attempt) and stumbling a bit. Today I'm going to drain a bunch of water and sort of start over. There is no doubt that I'll be back with more questions later.
