How do i make a nosel type thing to go over my filter outlet to stop the amount of pressure but keeps the same flowrate??

Anything that affects the pressure is going to affect the flow rate somewhat.

i imagine you need this so water doesn't flow out in one area and blast into your tank?
I would put a spraybar attachment on your filter output and aim it slighty toward the surface(unless you have a planted tank with co2.)
