Too much?

Would two 26w daylight cfl = 100w regular bulb be too much for a ten gallon and/or a 15 gallon long? How about a 29g if I used two to four (not sure yet) of these bulbs?

And would I definably need computer fans?
 
Two 26 watt CFL is almost 3.5 watts per gallon in a 15 gallon tank.
This is pretty bright and you will probably have to watch your light cycle times to avoid algae blooms depending on the color temperature of the bulbs.

You would not need fan cooling on this but I would make sure that the fixture is vented.
 
Ok, so how many watts per gallon is low, medium and high?
 
Low is around 1.5 watts per gallon or less. (a few things will grow)

Medium 1.5-3 watts per gallon. (many things will grow)

High 3+ is required by some plants

Most planted tank posts that I have found show a good goal of 2 watts per gallon.
