Does this tank currently have fish in it, or is this an empty tank?

white vinegar straight out of the bottle...rub it on let it sit for a coupe of minutes and wipe it off. You can also use a razor blade or scraper for the stubborn stuff.

What ever you do don't use soap! Soap will kill any fish you put in the tank even after a good rinsing.

A friend gave me an old 24" glass tank which had such bad white water stains around the top it was like it had fused to the glass. I had to drench paper towels with vinegar and leave them on the glass for a day or two before I could even razor it off. It took awhile and a few blades, but did eventually come clean.

When I had to clean Mine I cleaned with bleach then rinsed 3 times... each time with a vinegar wipedown in between then rised 1 last time before I filled. It was a lot of work even on a 20 gallon tank but it dead a heck of a job after a REAL mess of a tank that had to be dissenfected as well

Used vinegar and a credit card to scrap off the algae and water deposits. Then, use bleach or hydrogen paroxide to disinfect. Next, rinse the tank very well.
