I have 2 of those Hagen heater (http://www.hagen.com/canada/english/aquatic/product.cfm?CAT=1&SUBCAT=110&PROD_ID=01007120011001) in my 49 gallons tank.
On the package they say that it is fully submersable.
But i notice that inside the tube near the top of it they put a max water line. Why?
Can this unit be fully under-water??
Electricity and water don't go very well together, so i installed it so the max water line is just below the tank water line just to be on the safe side.

I am currently using a total of five Hagen Tronic 50 watt heaters in different tanks and they are all fully submersed with no problems whatsoever. I think the water line at the top of the glass tube might be a product liability thing - i.e. don't sue us if you do fully submerse it and something goes wrong. They are advertised as fully submersible and work fine for me that way.

However, you have a slightly different model. You might try emailing Hagen and see what their response is. Did the advertising for your heater on Hagen's web site indicate that it is fully submersible?
