Black Neon with white patches (fungus maybe?)

I found one of my black neons with an odd growths on it. To me it looks like
a fungus of sorts. I am pretty sure its not ich as the "spots" are bigger imo. This is the best picture I could get with the camera that I am using that the moment. Any ideas of what it could be and what kind of treatment I should use.

Water Specs

10 Nitrate
0 Ammonia
0 Nitrite
7.6 PH

Any help would be great :)
 
Just on one fish and one side?
How many BN? HAve you lost any? Are BN recent additions?

Have I lost any is an under statement. As of Friday I have now lost nearly 20 fish.

All either cardinal tetras or BN. All of them seem to have fin rot and loss of color. Some it seems as though something was eating away at them.

The one that I have taken a pic of lasted the longest as he was in QT, however I can't seem to stop the rest from dying.

I have done everything from water changes to scrubbing down the tank.
Yet every couple of hours it seems as though I am scooping out another dead one.

I tested my levels and they are as follows

Ammonia = 0
Nitrite = 0
Nitrate = 10-20

Any help would be great, the only thing I can think of is keep up with the water changes and let things balance out.
 
Sorry to hear of so many loss in such short time! Waht is the pH now and was this normal pH that fish were exposed to?
