I have 2 powerheads going at 300 gph each in a 37 gallon, is that too much. I could maybe get 2 200 gph powerheads.

What you have and are planning on keeping determines whether or not that is too much flow.

I have a green spotted puffer, domino damsel, four stripe damsel and a yellowtailed blue damsel, also a white cheek moray eel (brackish eel that was adjusted to salt, they only get about 12 - 15 inches. that is all I plan on having. this tank is in my office so I want to keep it very simple with hardy fish.

I'm not up to par with the current needs of most fish. Unfortuanetly you may need to research them. Also, try watching them, do they act negatively with all the current? I go to liveaquaria.com for info on specific species, but it doesn't always help for current.

that may be a touch too much flow for a fish only tank, but you have to monitor the fish as suggested and see how they react to that kind of current.

Your flow sounds fine to me. Marine fish are accustomed to surge and current. You might consider aiming them at each other, or using a wavemaker, to make the flow more surgy and less like a constant stream.
